I suggest not upgrading until all your troops are maxed or nearly maxed. There are so many strategies you can learn from TH9 through TH10 that can be used at TH11. For me, I have always prioritize my troops over my defenses FIRST to be able to use them for war. My war troops and spells always get upgraded first.

Yep just go to th 10, hero’s take soooooooo much time and it will be wasted on just th 9, go to th 10 and experience new things and ways to farm. Just go if you are wasting resources. Fully maxing everything at any Th other than 13 is a waste. Upgrading heroes is easier at TH10 because you get more DE per raid.
